Grade Tampering Hides Low Achievement in Public Schools

Summary: the American educational system is held hostage by diversity, defined as differing treatment of non-whites the education industry sees as inferior. In seeking outcome equity, reality clashes with diversity hype.
In dealing with massive numbers of low-achieving students, the schools are chaos. Grade fraud and low standards are becoming the norm.
Let me be clear: changing standards or giving differing standards based on race is racism because it assumes minority students are not capable.
The Fairfax Virginia Public Schools (www.fcps.edu) note the following confusion:
Letter grades should only be utilized for assignments and assessments that are designed using defined levels of proficiency that are aligned to rubrics (e.g., performance-based assessments, projects, essays, assignments utilizing IB rubrics, etc.) not be used for assignments and assessments that are designed and/or scored to show a percentage or number of points out of total points possible.
What? Hiding the grade? Reasonable Attempt versus zero:
For assignments or assessments where a student made a reasonable attempt to show evidence of their learning, the minimum score that a student can receive is a 50. A "reasonable attempt" occurs when a student submits an assignment with some evidence that an attempt was made to demonstrate knowledge. For assignments or assessments that a student did not attempt, a student can receive a zero. Teachers should follow all related late work policies before assigning a zero."
Thus, signing their name on a blank paper will get a 50% grade. Fairfax County Public Schools (FCPS) for the 2023–2024 school year is only 36.1% white, and 38% of residents don't speak English well.
To quote the Fairfax County Times' article "Work the real problem: declining school achievement" Sep 15, 2023:
SAT scores in Fairfax County Public Schools have fallen by an average of 27 points since 2018. Some of FCPS's top schools, such as Langley, McLean, Oakton, and Woodson, have dramatically dropped. Test scores at schools with large minority populations, such as Mount Vernon, have plunged.
They note that based on National Center for Education Statistics standards, "60-70 percent of Virginia schools would be found 'not proficient.'" The wife of U.S. Senator Tim Kaine "proposed Virginia manipulate the standards to deceive parents and students."
No wonder they are tampering with grades. The report further states the main obsession with educators is transgender and other social policies. The Fairfax County Times stated,
The time for red herrings is over. No more screaming about non-existent book bans. (Requiring books to be age-appropriate for a school library is not a book ban and is no different from the movie rating system.) No more excessively elevating the transgender issue, which affects a statistically extremely small percentage of the student population. No more fumbling around with school names and making schools "green."
In the essay Michigan Muslim-Black Problem in Education on the issue of grades revealed the following:
"In Dearborn City School District, 49% of elementary students tested at or above the proficient level for reading, and 44% tested at or above that level for math. Also, 50% of middle school students tested at or above the proficient level for reading, and 43% tested at or above that level for math. And 51% of high school students tested at or above the proficient level for reading, and 46% tested at or above that level for math."
In other words, a 50% below proficiency rate even at low Michigan standards, but high school to college readiness at 17.7%.
How can over 80% of the students fail college readiness requirements? They do OK on paper at public schools but then have to take costly and time-consuming remedial math and reading in college.
Oregon removed tests for graduation. California colleges are dropping math requirements.

"The passing rate for minority students ... was particularly troubling. One study showed only 2 percent of Latino students and 1 percent of African-American students in low-level remedial classes passed college math two years after enrolling. ... Hoping to stop students from dropping out of college, California legislators passed a new law that requires community colleges to offer alternatives to remedial classes, like the statistics..."

Equity Concerns: Critics of the requirement argued that it disproportionately affected marginalized (all non-whites regardless of income) students, leading to these students having to take extra classes to meet the standards, which took away from (academically worthless) elective opportunities. But what constitutes "success?" Getting a worthless diploma or learning to read at grade level?
The use of high school test scores to evaluate student progress is a topic that sparks heated debate and controversy, and the above is why.
What is 'proficient' defined as? This weasel word is subjective within different school systems and is a pressing issue. 'Proficient' is often used interchangeably with 'basic ', further complicating the matter.
The trend of removing letter grades used in the past makes the issue even more murky. Some say grades below 50% can't be given.

A school with a "no grade below 50%" policy means that teachers are not allowed to give a student a grade lower than 50%, even if they do not complete an assignment, essentially setting a floor for the lowest possible grade a student can receive; this is often referred to as a "no-zero" grading policy.
To quote WJLA Aug. 9, 2023:
Additionally, the policy states that students in third through twelfth grade who make "a reasonable attempt" to complete an assignment cannot receive a score lower than 55%. Any student who fails to complete an assignment or is believed to have not made a "reasonable attempt" cannot receive a score lower than 50%.
"A reasonable attempt" is purely subjective and will be rife with academic fraud. Yes, giving a diploma to someone who has not earned it is fraud.
When students have clear and equal standards, this is decried as racism due to disparate outcomes, so they give differing lower standards. They rig tests and grades even if they bother to give a test.
Why is this such a problem? It is about race. East Asians and whites, in large numbers, outscore blacks and Hispanics. This fact brings charges of racism even when students take identical material in the same school.
This controversy is not reason but politics. "Systemic racism" and "white supremacy" are thrown even at Asian students who sometimes outscore whites.
No matter how many studies claim otherwise, these claims are false. They are an excuse so those in power don't have to confront even more controversial issues.
The education industry can not or will not teach these children. They can not or will not treat all students equally.
This controversy also comes back to immigration policies designed to bring in masses of cheap labor and some hope for future Democratic Party voters.
Immigrants, migrants, illegal aliens, etc., originating from low-achieving nations and cultures reproduce the same low achievement here.
Useless women's study degree.
They claim learning, in particular math, is racist. It favors whites by design and thus must be changed to achieve racial equity. They fail to explain Asians or the fact many whites are poor at math.
No, math and education favor those willing to work hard. Few are totally illiterate, being able to read a sentence written for a 6th grader. However, speed and understanding of context are the main issues.
Talent and interest play a significant factor. It comes down to money and perceived worth based on money. A four-year college degree is desirable, no matter how worthless it is in the real world.
Society may see an auto mechanic, often a high school graduate, as inferior to a four-year college graduate who needs help changing a tire.
Reporters covering the recent 2024 election disparaged non-college graduates voting for one side as somehow less intelligent. Yet the side they support relies to a great degree on the most illiterate people in the country to build a political coalition.
